The only way I could think to do it would be:
>Create a new view
>Limit the view by location
>Add the Active Alerts resource
>Click the active alerts resource
>Copy the resource URL
>On the NOC view add a custom html resource
>use iframe to display the limited active alerts resource
>repeat for every location
That's off the top of my head, it may or may not work but worth a try. Let me know if you have any questions.
