You will have to edit the Resources table on the backend.
I add a Custom HTML widget to the page I want to add my custom widget too.
Then I edit the Resources table in the Database table directly.
(You can determine which ResourceID you need to edit by clicking the "Edit" button of the widget and seeing the ResourceID in the URL.)
Your ResourceID, ViewID, ViewColumn, Position will probably have different numbers.
Before Edit:

If this doesn't help, can you upload your file that you are putting in the Resources Directory?
